If a toilet gets plugged on a fairly regular basis, does that mean
that toilet paper that is just wet shouldn't be flushed down the
toilet but just thrown in the trash?

No, you may just need to flush earlier (before adding any toilet paper,
courtesy flush) and more often or use less toilet paper, replace wadding for
folding. However, it could also be a poorly designed toilet that simply
doesn't have a large or proper drain design, "bad toilets" are quite common. A
final cause could be that the pipe which the toilet attaches to has rusted
itself mostly shut and needs to be literally chiseled back to its full
diameter.
